yes it is fact bsnl having this schcme but the price is not RS.700  the actual price is 750 but it only for home users not for business

yes it is 256 kbps Broadband  unlimited plan for home connection

I think it is for Rs 750/- and not 700/- as you mentioned

Ya infact i am using it...

its benefitial if you are interested in sownloading lot of GB's...

but its speed is much slower to the infamous 250 plan...

yes , you are right . You can surf at a speed around 300 kbps & download unlimited at a speed  around 35-40 kbps. I'm also using this plan. it is 750 + tax(for monthly bill) or 7500 + tax(for a year).
