  1. NO. Most modern meters will not even plug in and operate when turned to a different position.


  2. Most electric meters do not allow going backwards.  The electric company generally does not credit you for electricity generated unless they are so required.  If so required, you are expected to contact the electric company to let them know you installed (solar panels, windmill, etc) a generator and they will install a special meter that can track electricity flowing both ways.

    Messing with the people who keep your lights/AC/ heat/computer/ TV etc on is a bad idea.  They have seen it all before and know how to identify fraud.

  3. yes but it is illegal to do so.  they are also locked and can only be opened by the electric company.  the electric company will check to see if the lock has been compromised when reading the meter.

  5. The older mechanical type can.  The electronic ones do not.  

    Yes or no; it is fraud and the electric company will prosecute stealing electricity with glee.
