Is it a fraud? (emotors, escrow service) car sale

I recently got an offer for a land cruiser 2008 on the internet that was way below the market price here in Saudi. (The car is supposed to be shipped from somewhere). Please let me know if you think what he says is legitimate, and whether this seems like a fraud or not. ( I have never made a purchase on the internet)

The ebay process he described is pasted below:

This is a large purchase and I would like to use a third party for this transaction as I want a smooth and safe transaction. We will use eBay Motors as third party.

To make this sale is to send me your full name and address written like this : (BLA BLA)

As soon as i receive these informations i will send all details and the car to eBay, they will verify it and if everything is in order they will send you the confirmation thru e-mail that everything has been set. The payment for your car will be made in their agent account here in Italy . Once you receive the confirmation you need to take the money for the car and send it in to their account. As soon as they receive the confirmation that the payment has been made they will come with the car at your door so you can verify it.

The money will remain in their account until you decide to purchase it or not. If you do then you will sign all documents and keep this car and eBay will send me the money and if you do not then they will return the money to you without asking anything else if the car turns out to be not exactly as i`m saying.

If you agree with these terms, please send me your full name, home and shipping address, so I can register the transaction with eBay asap.

...waiting for your fast answer,

When I ask to test and see the car, he replies :

the car is not there . If you want to use the escrow service provided by ebay , the payment must be made in advance in the ebay agent account , where the money will be kept until the car is with you. If you accept it then you`ll give htem the ok and they will send me the money. If the car is not exactly as i`m saying then you`ll get your money back without paying anything else. This is how the service works.

Let me know if you agree so i can prepare the car for shipment to start this sale. Regards !
