You wont lose your money and allways a chance of winning a million, so I'd say yes

Yes, but you've got to go for the full amount and have average luck and you'll find that you get an annual return of about 5.5% on your investment.  But also note that you winings are tax free which boosts the return.

not really. the chances of winning any decent amount is very low and if you don't win you are losing the interest you could get elswewhere
