Personally I just bank online and with banks that don't charge anything for bill paying.  I certainly wouldn't just go to just any site for bill pay because I wouldn't want to be riped off, but just as important I don't want to pay for it.  Netbank is great online bank that has no fees.  Citibank is good as long as you have an account they don't charge for.  I'm currently with ETrade Bank.  Wamu has free bill pay.  Bottom line for me is I only go with banks that will provide this service for free.
