Is it a law to wear a 'Life Jacket' to go kayaking along the ocean's coast in Santa Monica, CA?

No - As long as your over 11 years old.  But it would be a good idea to wear one.

I don't know. BUT...wearing a PFD (personal flotation device) is simply common sense. A helmet may be needed as well as an adequate flotation system. Plus of course 2 other boaters.

i am a experienced swimmer wakeboarder sailor u name it i done it on water and everytime i have been out i have worn a lifejacket bouincyaid saved me once n i will allways wear one
