Is it a thing to paper the cupboards in Taiwan?

Question

I came into my new apartment and my Taiwanese roommate had taped paper to the insides of the cupboards. Is that cultural or has she not heard of shelving paper?

Maybe they don't have shelving paper there, or she didn't know where to buy it here?

Some of my poorer friends did that (they're Americans). They just didn't have money for shelving paper.
