I think it is a factor to be considered, yes.

the problem with Biden's plagiarism is that he lifted a speech from Neil Kinnock about Kinnock's life - his family, upbringing, etc. - and claimed it as his own!

Lifting some phrases is one thing.  Stealing someone else's personal details and claiming them as your own is another.
