Yes, if it is necessary to keep order and to prevent offending the majority of people.

We have a right to set certain minimum standards of dress.

For example, women cannot go topless in public in most places.

No one can go nude in most places where the citizenry and children might see them and be offended.

The lowlife morons who want to wear their pants down around their pubic areas and expose their behinds or underwear are trying to stick, it to the establishment. We have every right to stick it back to them.
