Is it acceptable to catch someone who's about to commit a crime before he/she commits it?

What if someone discover a way to travel into the future, and the government is using that knowledge to catch murderers way ahead before they commit the crimes? So, is it right for the government to do that or is it wrong for the government to do that?.

BUT REMEMBER, stopping something from happening does not change the fact that it's going to happen.

This is a question inspired by the movie MINORITY REPORT starred Tom Cruise.

No, because someone would abuse the system (as the movie says).
