  3. I've seen people riding bicycles in Toronto without wearing helmets, so apparently it's not a nationwide law.

    Within the city of Dallas, TX, it's illegal for anyone to ride a bike without a helmet, adult or minor.  However, in surrounding cities like Plano, it's legal to ride a bike without a helmet.  So, usually it's a city ordinance, not a state- (or province-) wide law.
