Is it alright to turn my lawn mower over and clean under the bottom, every time I use it ?

you can -only gets real bad when you mow wet grass-dont turn it upside down totaly-will cause oil/gas to run out glog fliter

It is ok to clean it every time but don't tip it over.  Even if you tip it partly you run the risk of getting oil from the crankcase into the air filter area. The next thing that will happen is, you will be back on this site asking why your engine is smoking and dripping oil.  If you must tip it, tip it with the air filter up and only as far as you need to to clean it.

If it makes a weird noise then yes. it should be cleaned every three weeks.
