do you mean on restricted? because some of my sister's friend do that and start babbling and prank call me. so it's not necessarily bad, just annoying.

No. But I guess it depends what you are calling about.

I personally hate when people call me on private. I view it as, if you can't call me with your number showing up on my caller id there's no reason to call me so there's no reason for me to pick up. So obviously, I ignore all phone calls that come in as private.
