Yes, the chemicals, including chlorine(think bleach) are in pools, and there is a high salt level in the ocean, humans were not meant to see underwater without the aid of goggles.

It is also damaging to hold them open until you tear up, due to your eyeball drying out, it is meant to stay moist.

i am pretty sure it is bad for your eyes when you open them underwater, especially if you wear contacts. i don't know about the 2nd one though, i wouldnt think that would be bad.
