well i think it might be b/c the sun already dries out yr hairs moisture and yr eyelashes r hair and besides mascara dries out yr eyelashes so double wammy

If you're talking about tanning beds;

Uhm better to be safe than sorry. I go tanning early in the morning, after a shower but before anything else, such as makeup, face wipes, etc etc. So I'm sure you'll be fine if you've done it before, but if i were you i wouldn't do it again

If you mean tanning in the sun;

You'll be finee but i don't use foundation or concealer or anything because your face will be pale but your body will get tan, haha i know from experience.
