Is it bad if my filter on my cold air intake gets soaked with water from rain?

I lost my black plastic thing under my car so water is easier to splash up on my filter. integra 97 ls

Ever try to compress water , It does not work, and it will not do your engine any good either. It called hydrostatic lock and it breaks rods, pistons, and ventilates the engine block (makes a big hole) then the engines internals fall out all over the ground.

Yes it is bad. You will suck water into your engine. Gas vehicles do not run on water.
