  1. I do not see a down side unless people drive to fast because of this.

  2. Nope, it will make it safer to drive on a paved road as compared to a dirt road.

  3. No, its a lot safer than driving on unpaved roads. Also you get a lot less tire wear. Driving on rocky/dirt roads wears down on tires and not to mention you don't get a good grip on the ground so your more likely to lose control of the car on an unpaved road driving fast.

  4. I would think it would depend upon where you live. In this country, most people drive motorcycles, cars and trucks or bicycles and wear shoes on their feet or boots in winter. Paving any roadway would in these cases make it easier to drive or ride or walk.

If you live in a country where there is no winter, and where most people walk barefoot or with minimal foot coverage, and use beasts of burden, then I would think that paved roads  could break down in extremely hot weather, be cost-prohibitive, and be very uncomfortable underfoot, whether it be human foot or animal.

As far as it being a small village is concerned, it  would depend upon the tax expenditures and budget allowances for that village, to determine whether or not a road is paved.
