Is it beneficial if in case we will have a free tertiary education here in the Philippines? Why?

Tertiary as in college? I'll assume you mean college, anyway.

Yes it would because more of the population can become professionals or have specific careers they can truly excel in (because they've been trained). The result, all other things being equal, is a more effective and efficient workforce. Unfortunately, it would also be very, very expensive to provide REAL education. That's why although it's very good in principle, it's not so feasible in practice.
