Is it best to travel to japan on mid nov or dec?

It is hard to say BEST because everyone has different preference.

However, mid novermber to early december is an autumn season in Japan.  It's usually consider a great season to visit.  The garden will be colorful.  The weather should be nice.  It  can be a slightly cool.

I went to Japan in late October through to late November,it was cool , sunny and snowing with cold winds all in a period  of three weeks.The autumn colors were excellent and it was a change from my earlier trip in june/july which was very hot ,very humid but that is summer.The time you go depends on what you want to do,how much walking you would do,where you plan on going.Places like Nagano,Matsumoto,Hakuba,even Nikko are delightful at this time of the year and are not very crowded.Bon voyage and enjoy.
