Is it better to be over 30 mins late to an interview or to reschedule it 40 mins before it begins

Neither is good.  But if last minute you get in that situation, I'd call them and explain why, and ask which THEY would prefer, late or just reschedule.

Most definitely reschedule! A future employer can understand if you have to reschedule due to unforeseen circumstances, but being late is a negative reflection on the perspective employee. Good luck!

It is always better to call in advance rather than show up late unexpectedly.  Call as early as you can and explain the circumstances.  Ask the interviewer whether he/she would agree to either interview you 30 minutes later than planned or to re-schedule.
