We have done it both ways. We cruised the islands on NCL in 2006 and did excursions exclusively. The Waimea Canyon tour was nice, but I wanted to stop more often than the tour permitted. We returned to the islands last year and island hopped for three weeks. We rented cars on each island in order to do and go where we wanted. Since we could set our own timetable and go at our own pace, it was great!

I know that it is very easy to rent cars in each port when cruising. We had other friends on board our cruise who did just that. They loved it.
