Is it better to take SAT or TOEFL if you are an international student to go to college in the states?

BOTH!

Most colleges require the SAT, and almost ALL colleges require the TOEFL of international students hose native language is not English.

SAT is more common, I don't know much about the TOEFL.  The students here generally take the SAT, so I'd probably go with that.

it's better to take both, if you have time.

if you don't. then SAT would be better.
