I think that one with message boards would be better.

There is no "better" overall. You should use what you enjoy...if you like one or the other, then use that one...if you like both, use both.

Do what works for you...some people like fewer rules and less structure, others prefer a more formatted environment and a no-nonsense approach.

You can judge this for yourself by checking the "violation appeal board" or the forum (click at the upper right of this page). If you see similar complaints repeated numerous times, you'll know there's a real problem or two with Answers!

It depends on what you are looking for.  There are children on this site and Yahoo! is just trying to protect them.  They also want to stick to a question and answer format.
