  2. Generally speaking, yes.  When you factor in utilities, a dorm will usually be cheaper than an apartment, unless you're calculating price per square foot.  There are also the non-monetary advantages, such as proximity to the library, access to the cafe, and better attendance rates.

Dorm's are much cheaper.  The local apartment complexes charge outrageous rent for apartments that have been abused by generations of previous college students.  They require large damage deposits that they always find ways not to return when you leave.  If you live outside walking distance then the college screws you with costly parking permits, not to mention fuel prices.  I don't know if the rules have changed but you had to live on campus to be part of the cafeteria plan, which really was a great deal.
