Is it compulsory for a Cyprus Passport holder to have BTA?

my friend is trying to come to New Zealand as a visitors from Uganda, where she was studying. She is holding a Cyprus passport. She was not allowed to board a buisness class flight on Emirates because she could not show Basic Travelling Allowance of a thousand US dolars. Is it true?

  1. It is not compulsory but it is allowed to Emirates and all other airlines to ask for BTA if there is any possibility that the passenger will need a BTA to enter a country.

    Otherwise it is on their own risk to pay for the time the passenger stay at the airport including accommodation

    and to bring the passenger back

    That is not a question where you come from or what passport holder you are.

    As a young man I try to visit the Netherlands which is our neighbouring country for dancing and a overnight stay.

    It was later in the evening and I got no chance to step in without a confirmation about a hotelroom.
