well its just how they perceive it. some people think oral doesn't count as s*x, whereas some do.

it's not technically s*x, no - technical s*x is defined as being consensual for both people involved. it's partial penetration; a sexual act, but not intercourse. if you were a virgin before, physically you probably still are with that little penetration.
