Is it diabetic if before b/f 110,after 140 & after lunch reaches to 220 mg, pls advise.thanks.?

You need to do a fasting test.  Don't eat for 10 - 12 hours (you can have water) and then test.  Your result should be between 90 and 110.  If it is higher than 120 or lower than 80, see your doctor.
