  2. Not at all, but it is difficult to bring it into your home country.

    Although being a member of the EU now, there are still restrictions for bring in cigarettes from Romania. For Germany it is limited to 200 cigarettes, THE SAME LIMITATION OF 200 CIGARETTES APPLIES TO THE U.K.

    Alcoholic bevarages of more than 22% or 44 proof are considered as being for private use if not exceeding 10 litres.

    I work with a very diverse cultural company with about 45 or so employees from Romania..  You should see what floats through the company.  How they get it all past customs is a more difficult answer.  

    If I had to guess, its all shipped to the US via UPS or Fed ex and just not stingently checked in customs

  4. There are no limits on exports of cigars and alcohol from Romania which is one of the newest members of the EU. So, in law, if you have bought them duty and tax paid (i.e. from a retail shop) then, if they are for your own personal use,  there is also no limit, or duty and tax to pay, when you go to another EU Member State. Although customs services will sometimes give you hassle if they suspect you are bringing them commercially i.e. to resell. Just insist they are for your own personal use and you will be okay. If you are going elsewhere than in the EU you will be charged duty and tax again on all but a small allowance.
