Is it easier to find duskull in ruby or sapphire?

Actually they can be found in Pokemon Sapphire they're just more common to Pokemon Ruby, in Pokemon Ruby they can be found in Routes 121, 123, Mt Pyre Floors 1, 2, 3, 4, 5, 6 Summit & Half way.

In Sapphire they're very few and they can be found in Mt Pyre Floors 4, 5, 6 and Summit.

duskull is only in ruby, and shuppet is only it saphire

because it has more routes and so then sapphire where you can find it :D
