Do you want a tourist visa to come to New Zealand or do you want to acquire a tourist visa for another country while in New Zealand. If you want the latter, I think that you can only apply for a visa from your country of residence. If you mean the first, then it depends, if you have family over here, if you have enough money to support yourself and you can show that you have incentive to return to the Philippines after your visa has expired.

I have a cousin who has applied for either a work visa or permanent residence ( I can't remember) to come here to New Zealand from the Philippines but got denied, and he is very well off in the Philippines. But that may only be the situation for people wanting to reside in New Zealand, as my grandmother came to New Zealand on a tourist visa from the Philippines, a few years ago.
