  1. Approved 'Filing' plans for most buildings are matters

    of public record in many jurisdictions.

    These plans are far from detailed.

The building plans for any building belong the the person who paid to have them drawn, if you want to look a plans at your local council you can look at them but you have to give a reason for asking. If you just want to look at building plans in general you can get a book of house design from your local library.

  3. Normally the general contractor will turn over what are known as "as-builts" at the completion of the project to the owner.  What the owner does with these plans is up to them.  Many projects have their plans kept in local courthouses.

    That'd make robbery's so easy now wouldn't it? lol

  5. This depends on who you are and why you want them. If you are just a stranger who wants the plans you better have a god explanation why you want them.

  6. Only in the movies.  You know, the ones where the computer hacker (or NSA analyst) can pull up up blueprints and floor plans of any building in 30-seconds.

    In reality some municipalities and tax assessor's post crude building floor plans on their web site.

    For commercial and industrial buildings, the local fire department may have floor plans and other necessary details to aid in emergency response.
