I am sure anything is possible.

However, what the heck is a time vortex? Before your question can be answered you are going to have to figure out if there is such a thing as a time vortex.

edit: haha, thanks for the link, Deenie. I guess the question we have to ask is whether or not Doctor Who is fiction or reality.

So far we haven't seen in reality any time vortexes. They are still theoretical in science. We don't know what causes a time vortex. It could be a gravity anomaly or a dimension shake. Or something else we haven't known yet.

The only way I know to distort space time is gravity.  That much gravity would destroy the Earth.

First you have to define "time vortex".  If it is to be analogous to space-time vortices, you need three more time dimensions.
