  1. yes it is.  But you have to have a special permit to be able to drive (IE- someone in your household has to be disabled.  ) and you are the only one who's avaliable to be able to drive.  It depends on what state you're in though.  I know here (in SC) you can.  It's only during the daytime hours, though.


  2. No, and in my state, the other person has to be over 21 years of age. (Florida)

  4. To the best of my knowledge only TX has a special licensing provision for someone under age to get a license.  It's a special hardship license and is severely restricted and is usually issued only in remote rural areas and usually when there are no other licensed drivers in the household.  It's extremely hard to get it.
