  1. no...you can't pass solid yellow lines on the left but you can pass the dashed yellow lines to pass cars. That is the only time you can get over to the left.

    example: solid yellow line _____=no

                     dashed yellow line _ _ _ _=yes

  2. A yellow line is always found on your left on American roadways.

On multilane freeways the lane furthest to the left has a solid yellow line on its left side.

On a two lane road the center lane is yellow so that it will be on the left no matter which direction you are driving.

A solid yellow line means do not cross (to pass for example) The left lane of multilane roads is solid because you cannot cross it without going in the ditch.

A solid yellow line on a two lane road means you cannot pass because visibility is obstructed by a hill, or curve in the road or other obstruction.

A broken line means you can cross in order to pass but you must watch for oncoming traffic.

If there is a solid line with a broken line, that means the side with the solid line doesn't have visibility to pass, but the side with the broken line does have visibility to pass.

One example would be on a curve where you can see around if going in one direction but not if going the other direction.
