Is it fair that both Fox News and CNN "project winners" in the primary's?

i find it unfair that both cnn and fox news are projecting votes in pennsylvania and other states, especially when the votes are only at 3-20%

I don't think there should be any projections until the polls are closed.  I think projections may have two results:  people won't vote if their guy is ahead or they may vote for the guy who is ahead to be on the winning team.
