Usually it's said hand-eye but eye-hand means the same thing. It's just not used as often.

It is always said as hand/eye coordination. I have never heard of it the other way round.

I guess it really doesn't matter though.

Eye - hand:  the eye is closer to the brain.  The eye sees and sends a message to the brain, where a decision is made and is sent to the hand.  The eye coordinates the movement of the hand - the hand does not direct the eye.
