Is it hard to get a peace officer license in Texas?

Is it easier to get hired if you already have it or do police departments prefer applicants without it?

I think it depends on the agency.  Some agencies have their own police academy and prefer that people utilize that after hiring, others make it a requirement to be a peace officer prior to applying.  Each application or job description should specify which is preferred and if on the job police academy training is used.
