No it isn't harder to get pregnant with a tilted cervix.  The swimmers know where they need to go.  

Try an ovulation predictor kit, as well as tracking your body temperature to get prego faster.  Also, put a pillow under your bum and stay that way for 20 minutes after to help the swimmers get to the right place!

If you mean tilted womb here then, I''ll tell you what there's no scientific evidence that tilted womb will minimize your chance to get prego sooner. There are many factors that contributes the chances to get pregnant that's include diet, regular exercise, s*x timing etc.
