Is it harder to ice skate on smooth ice than on rough ice?

the first time i ice skated, i was on rough ice, and it was really easy for me and i never fell down. i was wondering if smooth ice would be harder to skate on.

i have tons of trouble skating on rough ice, i fall constantly, but when i skate on smooth ice i can do spins and i dont fall down at all.
