Is it illegal for someone (22) to visit a chat room for teenagers?

I know someone who visited a teen video chat room. He was not there for any sexual purpose. He did not solicit s*x or do anything like that in this regard. He just wanted to talk to other people 18-19 years old and older. Could he be prosecuted as a sexual predator just for being there despite the fact that he did nothing of a sexual nature and there is no proof of him doing such a thing? thanks
