Is it illegal for teachers to have crushes on students?

Not illegal.  Even if you feel she/he reciprocates, hold off.  Wait a long time and get to know her/him and let the lust fade.  Talk to her/him, be their friend, but do not let on, and keep her/him at arms distance until she/he graduates (not to be mistaken with ignoring).  If she/he is still a friend, then you have built upon a friendship, which is more rewarding.  let it blossom at that point.  If she/he has the maturity to see it as a deaply built friendship then all the more power to it.  Again, just wait.  That in itself will show her/his true character - is she/he there at the finish line?
