  4. My guess would be no, as they can used unmarked cars, or cameras on poles.  In Alabama, the State Troopers have used construction workers, or cops disguised as construction workers, with cameras and/or radar units, in road work areas.

  8. It may be unethical but it's not illegal. The police are allowed to set up hidden traps.

Well, since it is illegal to speed in the first place, why should it be illegal for a camera to be in any particular type of vehicle?  I have ever seen a speed camera in an ambulance, as it is a terrible waste of a resource in short supply in most cities, and the average police force doesn't have ambulances in the fleet anyway.
