  1. no i don't think it is because then they wouldn't let you buy because if you buy it unloaded to BUT just don't be carrying or holding it while your in thr car driving just leave it in the car seat or somewhere where you can't see because cops will assume its a real gun

  2. It must be in some sort of case either in the trunk or if you have a truck behind the back seat and yes it must be unloaded.
