To sell gems stones like Ruby, Jade, Saphire, etc to person to person.. or is there a need to pay tax?

No, u need not to if its a personal sale of your own collections.As long as its a one off sale of your own items its not necessary but if u are bringing and selling in large quantities then u kindly view the business and trading act or approach the Registrar of Companies for advice.
