Is it illegal to blow bubbles outside in a apartment area seriously?

You can blow bubbles on your balcony. Bubbles won't harm anything so I can't think of a reason why you couldn't. Have fun :)

Not illegal! My son has a bubble-maker (shaped like a lion) and we take it outside in the little patch of grass all the time and use it! It makes passers-by happy too. They're bubbles!! Who could be mad at bubbles? The most someone is going to do is come and officially tell you that what you're doing is dangerous because you're distracting traffic or something.... but please. I haven't heard anything like that.
