  1. Wait-a-minute. Yes, you must be a licensed SW operator to broadcast - most anywhere. But how can anyone control who listens whether it be in the UK or Tasmania? Now, answering - that may be prohibited, probably left over from WWII. I can't imagine why it would still be prohibited today - unless your phone company objects and has lobbyists in Parliament like we do in Congress.

  3. Yes. In the UK you need a licence. If not you are a pirate, which although pirates are cool, getting fined and your equipment seized is not cool. Argh!
