Is it illegal to download pics of young girls in bikinis?

my brother who is 16 years old has been downloading photos of girls in bikinis about 14 - 20 years old. some of them have stuff like kissing and touching and a few topless pics. Is this illegal or considered as child p**n?

Any picture that can even remotely be considered sexual in nature of any underage girl or boy is considered child p**n.  He is 16 and feeling the effects of his hormones, but it can get him in a whole wup of trouble.  I suggest you convince him to reformat his hard drive (the one on the computer!) before the law comes sniffing around.  I'm not kidding!!
