I believe that it should be illegal but I have heard that they have nudist colonies and I guess they must do it.  Although they might do it doesn't make it right.  You can check with your drivers license bureau.

Yes, if caught, you would be stopped by police, and you could be cited for indecent (public) exposure.  If you touch anyone while you are naked, you could be charged with sexual assault.

Driving naked isn't illegal,  but remember the car has windows and anything inside is open to public view.   This makes it possible to get cited for indecent exposure,  public lewdness,  exibitionism,  and any other charge the officer can think of.
