  1. some people pick up tickets because they won and have to clam the winnings with the I R S so they need losing tickets to off set the winnings

  2. First of all: it's discusting to do

Secondly: I think if they threw it out, they already used it, making it devoid, so you can't use it , but I don't think it's illegal.

  3. I picked up a $12 voucher on the ground at Los Alamitos once.  I saw it lying there face up and read it: "Redeemable for $12 in wagering credits or cash."  I re-read it, decided it probably meant what it said, and took it to the window and got my $12.

  4. no its not, but if the tickets are not clean, they might jam the machine.  if you find a ticket or voucer, it may have already been cashed, even though there is no indication on the ticket that states this.  :)

  5. Probably not, unless this causes a "public diturbance".

At a busy track there's probably 100's of tickets just thrown

on the floor. I don't think that anyone would object to

someone helping out the sweeper. Occassionally an

ignorant person will discard a winning ticket, or I've seen

people throwing out a winning ticket by mistake and then

going through the trash trying to retrieve it. I suppose that if you collect a few hundred discarded tickets, and feed them through

the automated machines at the end of the racing day, you

    might just hit some winners.

    Don't quit your day job.

  6. no it is not illegal to get horse tickets out of the trash can, but if you recall in horseracing 101....never throw away your ticket before the race is made official, and also check your tickets before leaving the window to make sure you have the right bet along with the correct track. it is a know fact that millions of dollars go unclaimed at race tracks across the country, and we have all seen that guy with a bag full of tickets, walking around at the track, would he be doing that if he did not come up with a win once in awhile....there they go.....

  7. It is not illegal, but it is not practical...

Maybe at the actual track, but not at an OTB...

I guarantee those degenerates make sure the ticket is dead before they throw it out.  And even if someone did throw out a 2 dollar ticket that maybe has some value is that worth looking for?  Because I guarantee you no one is throwing away a $50 Trifecta ticket that pays $3000 without making sure they lost...

But no it is not illegal... paper your bathroom walls with the losers if you would like!

  8. Illegal ? not in most states.

Stupid ? yes in every state.

The three states where it is technically a misdemeanor are:

    NY

    California

    Texas.

    Hope this helps.

  9. Well it's kind of gross to stick your hand in the trash can but I don't think it's illegal because I've seen youngsters pick up tickets off the floor, empty tables, yes even from the trash can and find adults to take them to have them checked by a mutuel clerk.  But chances are if the tickets are in the trash can they aren't winners.

  10. No, I don,'t believe it's illegal. But the tracks frown upon it because winning tickets not cashed in 6 months (some states 1 year) , become void and the track keeps the money !
