Parks are open to the public, and you have the right to assemble.  You need to research what time your park closes, usually either dusk or 10:00 PM.  Other than that, you can do it, but you can't exclude anyone from coming, it must be a truly public event.

Call the Parks and Recreation department and ask them...  I don't think we want to be responsible for your being kicked out of a city park for assembly without a permit, or arrest for disturbing the peace.

It is not illegal as long as you get a permit beforehand. You need to remember that there are issues that must be addressed before you can hold your concert:

Will the concert interfere with another event already scheduled?

Who will clean up after the event?

How will traffic and crowds be managed?

Will the event require additional staffing from government agencies (overtime for police, park maintenance personnel, etc.).

Is your event compatible with the intended usage of the park?
